The Center published a special report reviewing the legislation of the Decentralization Law. This project contained 3 components. 

The first employed focus groups with male elected members, the second included interviews with the council head and elected women, and the third compared decentralization laws in Jordan, Tunisia, and Morocco to determine the best decentralization practice. 

The report recommended several amendments, the most important of which was the amendment of Article 6 (paragraph D.1), whereby the number of seats allocated to women should be increased to 25% instead of 10%. 

The paragraphs stipulate that "the Council of Ministers shall appoint upon the recommendation of Minister 15% of the number of elected members of the council, provided that one-third of the percentage shall be allocated to women."
